Despite progress, Portugal faces challenges in schooling rates and educational attainment. This case study highlights policies for improving access to higher education, especially for non-traditional students: +M23, a system for adults over 23, and vocational programs (CETs and CTeSPs), which aid in democratizing education and improving student outcomes.
