Morocco, with a population of 37 million, has made significant strides in poverty reduction and human development since the early 2000s. In response to growing demand for public services, it initiated structural reforms in education, including the 2000 National Education and Training Charter, aiming to improve access, retention, and quality, especially for marginalized groups.
