Access to higher education in Ghana has favored a privileged minority, despite constitutional efforts to prevent discrimination. Gender, region, school quality, and disability still affect access. This case study examines three policies aimed at addressing inequalities: Affirmative action for females, the Less Endowed Secondary School initiative, and Free Senior High School.
