Policy initiatives on the right to higher education in England

England’s higher education system is stratified, with significant ethnic and socioeconomic disparities across institutions. This case study examines two policies—The Higher Education and Research Act and the Access and Participation Plan—aimed at addressing inequalities in access to selective universities, highlighting their creation, characteristics, impacts, and challenges.
