Tracing Good and Emerging Practices on the Right to Higher Education, UNESCO IESALC.

The Colombian Constitution (1991) guarantees education as a right, and Law 30 (1992) outlines higher education policy. Despite geographic inequality, private institutions and public financing policies, such as Ser Pilo Paga, Generación E, and ICETEX Educational Credits, have improved access. This case study analyses their creation, achievements, and challenges.
