Brazil's higher education system reflects deep inequality, with the wealthiest attending at 89.93% and the poorest at only 13.99%. To address this, two policies were introduced: Prouni (University for All) in private institutions and the Quota Law in federal universities, both prioritizing low-income, Afro-descendant, indigenous, and disabled students.
